USDA Makes Preliminary Diagnosis of BSE Agriculture Secretary Ann M. Veneman announced that the U.S. Department of Agriculture has diagnosed a presumptive positive case of bovine spongiform encephalopathy (BSE) in an adult Holstein cow in the state of Washington.
