University of Maryland Extension (UME) has released the 2024–2025 Annual Report for the Agricultural Nutrient Management Program (ANMP), highlighting another year of measurable progress in supporting Maryland farmers and advancing environmentally responsible nutrient management practices.

Through nutrient management planning, education, and technical assistance, the ANMP helps farmers comply with Maryland’s nutrient management regulations while improving soil health and protecting water quality across the state. These efforts play a critical role in supporting agricultural productivity and reducing nutrient runoff to the Chesapeake Bay.

During the 2024–2025 planning season, ANMP advisors worked with 1,121 farmers statewide, developing nutrient management plans covering 232,761 acres of farmland across Maryland. In addition, the program addressed nutrient challenges on 6,602 acres identified with extremely high phosphorus levels, providing targeted, science-based recommendations to reduce environmental risk.

Program Highlights

Nutrient Management Planning
ANMP advisors developed whole-farm nutrient management plans that guide efficient fertilizer and manure use. These individually tailored plans help farmers maintain crop productivity while minimizing nutrient losses.

Education and Outreach
UME conducted 42 educational events and training sessions, providing critical guidance on nutrient management regulations and best practices. In addition, ANMP faculty provided 289 certified farmers and private nutrient management planners with one-on-one consultations, ensuring individualized technical support.

Farmer Training and Certification
The Farmer Training and Certification program continued to prepare producers to write nutrient management plans for their own operations. This program strengthens Maryland’s capacity for on-farm nutrient planning and supports long-term compliance.

Nutrient Applicator Voucher Training
Agriculture and food systems educators delivered statewide voucher training sessions, enabling hundreds of farmers to obtain or renew their certification required to apply nutrients to cropland in accordance with Maryland regulations.

Partnerships Supporting Maryland Agriculture
The program works closely with farmers, agricultural professionals, and partner agencies such as the Maryland Department of Agriculture to strengthen Maryland’s nutrient management framework and support sustainable agricultural systems.

“The success of the Agricultural Nutrient Management Program reflects the strong collaboration between our advisors, partners, and Maryland’s farming community,” said Darren Jarboe, Assistant Director and Program Leader for Agriculture and Food Systems at UME. “Together, we are making meaningful progress in helping farmers maintain productive operations while protecting our natural resources.”

The ANMP remains a vital resource for Maryland agriculture by providing nutrient management planning services, education, and technical assistance that support both farm profitability and environmental sustainability. MDA provides financial support for the ANMP.
